Abandoned vehicle or scrap car?
A vehicle appearing unused, damaged or unwanted does not automatically give another person the right to sell or scrap it. Local authorities have statutory responsibilities for dealing with vehicles they determine are abandoned.
Who decides whether a vehicle is abandoned?
Government guidance says local authorities assess abandonment using factors such as how long the vehicle has remained stationary, its condition, missing number plates and DVLA keeper/tax information. If you find a vehicle you believe is abandoned, the appropriate route is generally to report it to the local council rather than arranging disposal as though you own it.
Private scrap collection is different
For an ordinary Onagone scrap collection, the person supplying the vehicle needs appropriate authority to dispose of it and must satisfy applicable identity checks. A VIN or possession of the keys alone does not establish ownership.
When authorities dispose of abandoned vehicles
Authorities can dispose of abandoned vehicles in accordance with the legal process, including destruction through an authorised treatment facility in appropriate cases.
